If you can get a set of 3 or more and there's no Run possible, do the Set. However, a Run can net you points fairly quickly if you get the cards right if you do 3-2-1-3, that counts as two 3 Runs (3-2-1, 2-1-3). I would only do a set if you can get 3 or 4, depending on the point count of the card. A set of 2 cards is only worth 2 points while a run is worth 3.
